"Dangerous Abroad!"

My school certificates for my travels to India and Pakistan were denied by the secretary of China Communist Party in our school half hour ago.
I was trying to persuade him to stamp for me by listing these facts:
1. I have been traveling by myself for many years without travel agency and have enough overseas good records in my passport.
2. My high always issued this kind of certificates for me when I needed to travel outside Mainland China.
3. Foreign embassies always require both school certificate and student card if you are a student.
The secretary insisted not to stamp for me by listing these excuses:
1. Your student card is enough to show that you are a student of our school.
2. Our school never helps any student to issue that kind of certificate before unless he is sent abroad by our school.
3. If I do it for you and you don't come back I will get in trouble.
And the last excuse is the most reticular one:
4. It is dangerous to travel abroad. Traveling abroad is not like traveling in China. If you travel to Beijing and Shanghai, no problem. I can do it for you right away!
